I Quit: Museveni has usurped my role as FDC Envoy

16th May 2011: Dear Mr Party President, I am writing to request you to re-deploy me in any other position that you may deem appropriate.  My current role as FDC’s International Envoy to the UK and EU has become irrelevant.  In the last few months, details of Museveni’s despicable violence have been a head of me.  Each time I approach international policy makers to brief them about the deteriorating political and human rights situations in Uganda, they tell me we already know Sam.

In his letter dated 22nd April, 2011, the British Foreign Affairs Committee Chairman said, “…this committee is already aware of the unspeakable violence, which the Ugandan security forces are using against the unarmed and defenceless protestors whose only crime seems to be that they are exercising their constitutional rights to peaceful demonstration”.

For their part, the office of the High Representative of the European Union has informed me that “…the European Council of Ministers is extremely disturbed by the images of [the] war-like atmosphere in the capital city Kampala as a result of the deployment of armed troops against civilians”. The national and international news wire, blogs, tweeter, and facebook seem to be writing stories and comments about the evens in Uganda before I distribute my press releases.

The G8 countries (Canada, France, Germany, Italy, Japan, Russia, the United Kingdom and the USA), which represent the most developed economies have said “…the violence against peaceful demonstrators, which have resulted in the death of over ten people including a toddler, speaks volumes about the rule of law and culture of impunity in Uganda, and this will have an impact on prospective investors in Uganda”.

Human rights groups not surprised

Human Rights Watch said it was appalled but not surprised because the Uganda government has a “…long and consistent history of abuses by the security service, particularly using excessive force in the face of demonstrations and sometimes lethal force, and the issues around the freedom of expression”.

Buganda Kingdom is the main target

To elaborate their story about the history of violence, the Human Rights Watch said “…in 2009, there were demonstrations protesting government action trying to control the freedom of movement of the traditional royal leader of the Buganda people. It’s the largest ethnic group in Uganda. And people are quite loyal to him even though he doesn’t have an official political role.  However, within 48 hours of the demonstrations the police and military killed more than 40 innocent people, mainly if not whole from the Buganda tribe”.

The indifferent international community aroused

General Museveni’s role as the unofficial FDC Envoy has been so successful that even the usually indifferent international community has been compelled to speak out when the United Nations High Commissioner for Human Rights , Ms Navi Pillay said, “…the manner of Dr. Besigye’s arrest on Thursday [28th April] was shocking.  The excessive use of force by security officers was plain to see in the television footage of the event. While I do not condone the violent rioting that followed, the Ugandan authorities must realize that their own actions have been the major factor in turning what were originally peaceful protests about escalating food and fuel prices into a national crisis”.

It would be unprecedented if the United Nations High Commissioner for Human Rights has made this strong statement without the approval of the UN Secretary General Mr Ban Ki Moon.  It would also be unprecedented if the Secretary General has not informed the Security Council, a body mandated to maintain international peace and security

God will revenge

Welcoming your call to your supporters to forgive your tormentors, the British House of Bishops referred me to the Holly Bible, Deuteronomy 32:35 where God said, “…it is mine to avenge; I will repay. In due time their foot will slip; their day of disaster is near and their doom rushes upon them”.

General Muntu’s job is also irrelevant

I am not the only FDC official who has been made redundant by General Museveni. The unprecedented throngs of people in Uganda and Kenya who have been touched by the army and police violence provides compelling evidence that General Museveni has become FDC’s National Mobilisation Chief; replacing General Mugisha Muntu.

I therefore request that you allow General Museveni to carry on with his wonderful work as FDC’s new International Envoy to the United Kingdom and European Union.  Thank you for giving me the opportunity to serve FDC for the last 10 years.
