President Yoweri Museveni has, in a surprise move, reshuffled his big cabinet and brought back his long serving Ministers, Sam Kutesa, Mwesigwa Rukutana, and John Nassasira who had been forced to resign disgracefully over allegations of bribery in the oil sector – allegations that they were later cleared of by court.
