Oulanyah is a political prostitute – ignore him

12th March 2012: In a previous article in these pages, I lambasted former Speaker of Parliament [now Vice President] Edward Ssekandi for his biased, overtly partisan, and catastrophic handling of key issues of national significance on the floor of our parliament. So, regardless of what revisionists will attempt to do in future, that, sadly, is how I will remember Ssekandi.
Last week, it emerged that opposition MPs were trying challenge the decision of the Deputy Speaker of Parliament Mr Jacob Oulanyah after he exonerated Central Bank Governor Tumusiime-Mutebile after a controversial vote by a primitive show of hands.
Oulanyah consequently declared the recommendations of the Public Accounts Committee as rejected by parliament. Indeed, Mukono Municipality MP Betty Nambooze said, “it’s time to question the Deputy Speaker…who has become a symbol of disgrace and wherever he shows up, you just know there is something bad to be executed by Cabinet through Parliament.”
Oulanyah is a well schooled Lawyer, but as a politician, he is no more than a prostitute who sells his conscience and political values to whichever party promises him the biggest rewards. Consider this: When Aggrey Awori looked like he was about to get full US backing for his presidential bid in 2001, Oulanyah jumped into Awori’s political bed.
When he did that, it is very likely that he was still a member of UPC. Indeed a few years later, when he had some problems with UPC leaders at Uganda House, he came out openly and declared to the world that he is a card-holding member of UPC.
The next thing Ugandans heard was that Oulanyah was trying to join the East African parliament in Arusha on the ruling NRM ticket. It is quite sad that a man of Oulanyah’s calibre, who is now bending over backwards to please the NRM men cannot appreciate the simple fact that the NRM will never treat him the way it treats its bush war comrades.
Like many “useful idiots” before him, he will be used like a nightclub prostitute and kicked out of the NRM house in the dead of night when the NRM men have had enough of him. If he is unlucky, he may not even find a boda boda rider who is desperate enough to give him a ride back to his home in Omoro – because he will be too soiled.
The Shadow Justice Minister Hon. Medard Ssegona was reported in The Daily Monitor to have said that they are going “…to appeal to the conscience of the Speaker and as an in-house matter try to deal with it. When that fails, if he refuses that we revisit that matter, then as a last option we can consider taking court action.”
I wish someone would tell Hon. Ssegona that he is backing up the wrong tree. The nature of a prostitute’s job can never allow him or her to have a conscience. So as a political prostitute, Oulanyah has no conscience for Hon. Ssegona and his colleagues to appeal to.
